Toptal is a marketplace. You describe a role, they surface candidates from a global bench of vetted independents, you hire the one you want. What you do with them after that is your problem — and that's not a criticism, it's the model.
BiWize is a small senior team — four practitioners — that takes on the engagement as a unit. We scope, we build, we hand off. The accountability model is different, and that's the thing that matters most when you're deciding which one to reach for.
The confusion happens because both show up as answers to "we need senior technical help." Toptal can staff that. So can we. But the shape of the engagement — who manages whom, where the judgment lives, who owns the outcome — is nothing alike.

When to call which
The clearest way to think about this: Toptal is a staffing optimization tool. BiWize is an outcome optimization tool. If you already know what outcome you want and you know how to manage the people who deliver it, Toptal is likely more flexible and potentially cheaper. If the outcome itself is still fuzzy, or if you'd rather own the deliverable than manage the relationship, you want a team, not a contractor.
